Purpose of consultancy:

The overall purpose of the consultancy is to support the Rwanda CO for business continuity of Family Planning programme and Reproductive Health Commodity Security while the programme officer in charge of that will be on a detail assignment with HQ Last Mile Assurance for a period of four months.

The Family Planning Programme Analyst will work under the guidance of the Deputy Representative and under direct supervision of the Reproductive Health Programme Specialist. S/He will work closely with the FP/RHCS Analyst of the country office and will act in close collaboration with the Programme and Operations Teams in the UNFPA Country Office, relevant staff of other UN agencies and national counterparts.

Scope of work:

The individual consultant will substantially contribute to the effective management of UNFPA activities in the areas of Reproductive Health with a strong emphasis on Family Planning and Reproductive Health Commodity Security and Last Mile assurance. S/he will analyze and assess relevant political, social and economic trends and provides substantive inputs to programme formulation, monitoring, and evaluation within national development frameworks and the UN Delivering as One (DaO) context. S/he will facilitate the delivery of UNFPA’s Rwanda Family Planning programme including UNFPA Supplies, FP2030 effort by effectively planning and monitoring the results achieved in the implementation. 

The FP Programme Analyst consultant will provide  advisory services  to UNFPA on all technical matters related to FP and Reproductive Health Commodity security and s/he will establish and maintain collaborative relationships with counterparts in government. Specifically, the individual consultant will provide technical support as follows but not limited to: 

  • Expedite and coordinate project implementation establishing collaborative relationships with government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs\
  • Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools; identify constraints and resource deficiencies and recommends corrective action. 
  • Monitor UNFPA supplies project’s expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
  • Provide technical assistance and advice on the strategic direction for strengthening the delivery, access to and quality of family planning services to government counterparts at central and district levels.
  • Give technical guidance in the development and implementation of FP protocols, policies, training modules, operational manuals and approaches for locally appropriate family planning service delivery and for supportive supervision of service providers based on best practice.
  • Assist in the advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, among others 
  • Assist the government counterparts on the coordination of FP Technical Working Group , Reproductive Health Commodity Security (RHCS) Logistic Committee to ensure the continued partnerships in country and ensure regular and uninterrupted supply of contraceptive commodities
  • Collaborate with the office procurement focal point and ensure a smooth implementation of supply plan, and work on the Last mile assurance reports/queries.
  • Support research development and implementation in areas related to FP and commodity security including on availability of commodities, i.e 2022 Service Delivery Point  survey 
  • Support the Delivering as One (DaO) processes as necessary and proactively participate in relevant technical working group discussions and deliberations ensuring UNFPA’s areas of mandate are fully reflected.
  • Analyze and interpret the political, social and economic environment relevant to population and development, reproductive health and gender focusing on Family Planning and identify opportunities for UNFPA assistance and intervention. 
  • Any other assignment that can be given by the supervisor

Required expertise, qualifications and competencies, including language requirements:

Education

Advanced degree in Public Health, Development Management Studies, Population and Development, International Development, Demography and/or other related social science field.

Knowledge and Experience

  • Prior professional experience of at least five years in the field of Family Planning development programs, Reproductive Health Commodity Security or active engagement in SRH advocacy related agenda in Rwanda. 
  • Knowledge of the country context and good understanding of the government systems, particularly in the international and national commodity security and family planning programmes. 
  • Excellent analytical, research, writing and communication skills
  • Familiarity with UN policies will be an added advantage.
  • Fluency in English as the working language (written and spoken) is required. 
  • Knowledge of French and/or Kinyarwanda will be an added advantage.
