Job Description

The Position:

The Strategic Investment Facility (SIF) is UNFPA’s concerted move to support programme. Countries shift from a development funding model to a financing model. The SIF is a mechanism that provides modest amounts of regular resources catalytically, bringing projects to scale by leveraging far greater sums of domestic government resources, financial Institutions, aligned external financing, in-country donor contributions, and investments from the private sector. UNFPA Rwanda Country office is currently implementing two SIF funded projects i.e; Innovative financing model for health posts implemented by Society for Family health; and, Youth empowerment Accelerator for Health Implemented by Stichting Brac International Rwanda. 

Both projects are implemented in collaboration with the Government of Rwanda and key stakeholders to leverage additional resources and facilitate scale up. Since July 2022, the Innovative financing model for health posts was launched with the aim to support the Government of Rwanda to increase access to Primary Health Care through a network of financially sustainable and environmentally friendly health posts.

This model is implemented through a Joint Programme between the UN (represented by UNFPA, UNDP, WHO, UNICEF, UNCDF, UNHCR and UN HABITAT) and Government of Rwanda represented by the Ministry of health and Ministry of Finance and Economic Planning.  The overall goal is to establish well-functioning Health Posts managed through a Public Private Partner model by social entrepreneurs to boost access to essential health services, particularly in underserved areas.

Job Purpose:

The IC will be tasked to document the progress, achievements, and challenges of the UNFPA Strategic Investment Facility-funded initiatives.

You would be responsible for:

  • Conduct a comprehensive review of project documentation, reports, and relevant data. Related to the SIF-funded programme in Rwanda.
  • Engage with stakeholders involved in the implementation of the SIF funded programmes, including representatives from the Government of Rwanda, participating.
  • UN agencies in the 1000 Health Posts Joint Programme, Implementing partners, health. Posts nurse entrepreneurs, financial institutions, donors, and private sector partners.
  • Utilize qualitative and quantitative methods to document best practices, highlight challenges faced during project implementation, lessons learnt and impact of the SIF in Rwanda.
  • Capture case studies and success stories that demonstrate the outcomes of the SIF-funded projects in improving access to Primary Health Care.
  • Analyse the progress of SIF-Funded initiatives in line with set milestones/ set objectives, identify achievements, and highlight challenges encountered during implementation.
  • Prepare a detailed report documenting the progress, achievements, and challenges of the innovative financing model, including recommendations for improvement and sustainability. 
  • Present findings to relevant stakeholders through workshops, meetings, or presentations, as required.

Qualifications and Experience: 

Education:  

The Consultant should have an Advanced degree in Public Health, development studies, social sciences, or a related field.

Knowledge and Experience: 

  • 5 years of relevant experience.
  • Proven experience in conducting research, evaluations, or assessments in the field of public health, preferably related to innovative financing models.
  • Excellent analytical, writing, and communication skills.
  • Experience working with UN agencies, government entities, or international
  • organizations are desirable. 
  • Familiarity with Rwanda’s health system and context is an advantage.

Language Requirements

Working proficiency in English and Kinyarwanda
